    PHILADELPHIA (AP) An arrest warrant has been issued for a former Philadelphia police officer accused of fatally shooting a neighbor during an off-duty altercation in November.
    The city's new district attorney says Frank Tepper faces charges of murder and other counts.
    District Attorney Seth Williams says a grand jury had been convened in the killing of 21-year-old William Panas Jr. in the city's Port Richmond section.
    But he says that his office determined the use of the grand jury was unnecessary and announced the charges Monday.
    Tepper's attorney, Fortunato Perri, says Tepper was assaulted and that he reacted to being attacked. He says his client will turn himself in in the next 24 hours.
    Tepper was fired this year

    Search the web for the Dallas police officer who chased a bouncer around a car with a gun. DPDO was drunk,trying to get into a closed bar at 3:00am last night.Off duty.
